International Mobile Subscriber Identity (IMSI) is een uniek 15-cijferig nummer dat elke gebruiker identificeert in een Global System for Mobile communication (GSM) en Universal Mobile Telecommunication system (UMTS) netwerk. De IMSI bestaat uit twee delen. Het eerste deel is een zescijferig of vijfcijferig nummer op basis van respectievelijk de Noord-Amerikaanse of Europese standaard. De eerste reeks nummers identificeert de GSM-operator in een bepaald land waarbij de gebruiker is geabonneerd. Het tweede deel van het IMSI-nummer wordt toegekend door de netwerkoperator om de gebruiker op een unieke manier te identificeren.

De IMSI is opgeslagen in de Subscriber Identity Module (SIM) in mobiele apparaten. Deze wordt door het mobiele apparaat verzonden naar het juiste netwerk waarmee de SIM is verbonden. Wanneer een mobiel apparaat wordt ingeschakeld, geeft het apparaat zijn IMSI nummer door aan het geassocieerde mobiele netwerk om een locatie-update uit te voeren. Deze update wordt ook uitgevoerd bij een handover naar een ander basisstation.
